Every time I boot up, the Windows Install New hardware wizard opens and wants to search for new hardware drivers. I have not installed anything new in ages and it just identifies it as "UNKNOWN." I have jst been canceling and proceeding and everything then seems fine but it is very annoying.
any suggestions?

Yes, I frequently use a flash drive and I always unplug the wireless mouse receiver from the USB whenever I take my laptop anyplace. I've done those 100s of times though and this is a new problem.

If you haven't installed any new hardware it's likely USB related. These are a PITA to troubleshoot. The only advice I have without doing it myself is to open Device Manager from the Control Panel and see what is sticking out with a sore thumb.
I don't know where it is in Vista or 7, but you should be able to see an icon called System (or something similar) in the Classic view of Control Panel. Something should say Hardware or Device Manager. Open that and the offending driver should appear expanded from a menu with an exclamation icon. (NOTE - do this next step at your own risk) Click on it and disable it if you are comfortable doing so. Close out, reboot, and hopefully the prompts go away. Sometimes they will and sometimes they won't.
Or just click Cancel everytime. It's probably less annoying than trying to troubleshoot it.
